Carcassonne: Expansion 4 - The Tower adds new elements to the game mechanics.

The Tower makes drawing tiles easier. In addition, this tower organizes your playing and storage space so that you can extend the kingdom of Carcassonne and its expansions to the four corners of your table. The tower tiles and floors... elevate your Meeples above Carcassonne.

For each floor added to a tower, you can capture a nearby meeple.
