This expansion requires the base game Carcassonne.
Before starting the game:
- Mix the new tiles with those from the base game.
- Each player receives their new special pawns (such as the mayor or the messenger).
- The Town Hall tiles and new elements are placed within reach of the players.
- The game then proceeds like a classic Carcassonne game: each player draws a tile, places it on the board, and can deploy a pawn on it.
